OMAGE JCA (Delivering the Lead Judgment): This is an appeal against the judgment/rulingof S. J. Idah of the Federal High Court sitting at Abuja. The ruling was delivered on 1st June, 2004, and it reads in part as follows “the facts available in this case are clearly showing that this appellant was arrested and detained by the police the (arrest) and detention of the applicant was sequel to the complaints of the 1st respondent as evidenced by exhibit 1. Exhibit 1 was the letter from the office of the secretary to the Borno State Government and it was dated 10th June, 2003.
