<p>TANI YUSUF HASSAN, J.C.A.(Delivering the Leading Judgment): This appeal is against the judgment of the High Court of the Federal Capital Territory Abuja delivered on the 30th day of November, 2015 in Suit No. FCT/HC/CV/2717/2009 by Hon.
