DENTON-WEST JCA (Delivering the Lead Judgment): This is an A appeal against the decision of the High Court of Lagos State delivered on the 4th day of November, 1988. In that court, the appellant herein was the 5th defendant whilst the Governor of Lagos State, the Attorney-General of Lagos State, the Lagos State Commissioner for Chieftaincy Affairs and Oba Oyefusi Ayangburen of Ikorodu were the 1st to the 4th defendants respectively.
