Judgement

BABA ALKALI BA'ABA, J.C.A. (Delivering the Leading Judgment): This is an interlocutory appeal against the ruling of the Kano State High Court in Suit No. K/622/04 delivered on 10/1/05 by N.S. Umar, J., of the Kano State High Court.

The facts leading to this appeal are hardly disputed and can be summarized thus: The appellant in this appeal was the Governor of Kano State from the 29th day of May, 1999 to the 28th day of May, 2003 while the 1st respondent assumed the office of the Governor of Kano State on 29th day of May, 2003, having been successful at the general election of the 19th of April, 2003.

Upon assumption of office, the 1st respondent caused several investigatory Committees into several activities of the Government of his predecessor, including Engr. Ibrahim Khaleel Inuwa's committee which investigated 666 contracts, transactions and projects of N10,000,000.00 and above between the 29th day of May, 1999 and 28th day of May, 2003.
