T. O. ELIAS, C.J.N.(Delivering the Leading Ruling): We are satisfied that the applicant is properly an appellant before this court and that we have a discretion to grant bail if we see fit.
We would like to emphasise the importance which we attach to the expeditious disposal of matters relating to cases involving a committal for contempt. However, the matter before us is not free from difficulty in that we do not have before us the benefit of the record of the minutes of the two-day hearing in the lower court. While we do not doubt the assurance given to us by learned counsel for the applicant as to what happened in that court, we feel we ought not to make a specific ruling in the absence of such a record.
We note that the motion for leave to appeal in this same matter comes up before this court on Monday, April 10, 1972. It is hereby directed that, as the relevant proceedings in the lower court lasted only two days, the full record should reach this court within two weeks from today,…
