<p style="text-align: justify"><strong>PETER OLABISI IGE, JCA (Delivering the Leading Judgment): </strong>This appeal is against the judgment of High Court of Justice Niger State sitting at SULEJA delivered on 15th October, 2015 by HON. JUSTICE H.
