NZEAKO JCA (Delivering the Lead Judgment): This is an appeal from the ruling of Maina J., sitting at the High Court of Justice Lafia, Nasarawa State of Nigeria, delivered on 19th June, 2001. The decision arose from an application for the enforcement of fundamental rights, filed by the appellants. The court below had dismissed the application of the 34 applicants, who, dissatisfied with the ruling have appealed to this court on 10 grounds. The genesis of this action was a policy statement by the Executive Governor of Nasarawa State in June, 1999 directing all unified local government staff of the State serving in local government councils other than their council of origin to relocate to their local governments on their present rank and status. Staff of various councils who were not of Nasarawa State of origin were directed to stay where they were. In other words, they were not affected by the policy statement.
