OBIETONBARA OWUPELE DANIEL-KALIO, J.C.A. (Delivering the Leading Judgment): The Appellant, the All Progressive Congress filed an application seeking the enforcement of its Fundamental Rights against the Respondents the Inspector General of Police and the State Security Service. The application was filed at the Federal High Court (the lower Court) Lagos Division. The Appellant as the applicant at the lower Court prayed the lower Court to determine the following questions:

Whether the harassment, molestation, intimidation, arrest, and detention of the Applicant’s employees and other conduct perpetrated by the Respondents on November 22nd 2014, at the Applicant’s Data Centre at No. 10, Bola Ajibola Street, Off Allen Avenue, Ikeja, Lagos, impairing and damaging the recording efforts and data of the Applicant’s members nationwide, constitute a limitation and/or interference with the right to Freedom of Association between the Applicant and its members and therefore a violation of Section…
