SAULAWA JCA (Delivering the Lead Judgment): The instant appeal is a fall-out of the ruling of the Federal High Court, which was delivered on 25 July 2008, by the Honorable justice M. L. Shuaibu in suit No. FHC/L CS/742/2006 . Being dissatisfied with the ruling in question, the appellants filed the appeal pursuant to leave granted thereto by this court on 11 June 2009.
