EJIWUNMI, J.S.C. (Delivering the Lead Ruling): By a motion on notice dated 12th January 2001, brought pursuant to Order 2 rule 31, Order 6 rule 2 and Order 8 rule 12 of the Supreme Court Rules (as amended) and section 233 (3) of the 1999 Constitution of the Federal Republic of Nigeria, the applicant, namely, the Central Bank of Nigeria, is praying for the following orders:
