BALKISU BELLO ALIYU, J.C.A. (Delivering the Lead Judgment): This appeal is against the judgment of the Federal High Court, Abuja Judicial Division delivered on the 14th March 2017 by Hon. Justice G. O. Kolawole in respect of Suit No: FHC/ABJ/CS/414/2016, which was commenced by the 1st Respondent vide an originating summons. By the said originating summons, the 1st Respondent (as Plaintiff) sought the trial Court’s determination of the following legal questions:

1. Whether upon a proper interpretation of the provisions of Sections 88 and 89 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), the powers of the 1st Defendant to conduct investigations into matters in respect of which it has powers to make laws extends to powers to investigate, conduct hearings and make decisions on cases of alleged indebtedness arising from purely contractual arrangements between or among persons?
