<p><strong> ADEKEYE JCA (Delivering the Lead Judgment): </strong> This is an appeal against the ruling and judgment of the High Court of Justice, Kwara State, Ilorin Judicial Division. The ruling was delivered on 1 June 2006 and the final judgment on 20 December 2006.
