<p style="text-align: justify"><strong>MOHAMMED MUSTAPHA, JCA (Delivering The Leading Judgement): </strong> This is an appeal against the judgment of the High Court of the Federal Capital Territory, Abuja; coram: Hon. Justice D. Z.
