J U D G M E N T

Per the amended motion on notice for judicial review (pursuant to leave granted on 3rd November, 2016, by this Court differently constituted) filed on 8th November, 2016, the Applicant seeks the following reliefs:

a. An order to compel the 1st Respondent to take action to enforce its decision dated 8th April, 2015, against the 2nd Respondent in accordance with Section 18 of Act 456 or in the alternative.

b. An order for the Applicant to directly enforce the decision against the 2nd Respondent.

The specific relief by way of judicial review, although not expressly stated, is in the nature of mandamus having regard to the import of Relief (a) of the application.

The plaint of the Applicant, from his thirty-three paragraphed affidavit in support of the application, is as follows:
