JUDGMENT

ABODAKPI, J.

This motion for Judicial Review has been filed on 20/07/2017. There is an affidavit in support, and a statement of case has also been filed. The opposition to the application could be found in the affidavit in opposition filed on 24/11/2017, as well as a statement of case, filed on behalf of the Interested Parties.

THE LAW ON JUDICIAL REVIEW APPLICATIONS

The power of Judicial Review invested in the High Court, could be found in ARTICLES 23 and 141 of the 1992 Constitution.

ARTICLE 23 provides:

“Administrative bodies and administrative officials shall act fairly and reasonably and comply with requirements imposed on them by law and persons aggrieved by the exercise of such acts and decisions shall have the right to seek redress before a court or other tribunal.”

ARTICLE 141 provides:

“The High Court shall have supervising jurisdiction over all lower courts and any lower adjudicating authority and may in the exercise of that jurisdiction, issue orders and dir…
