STEPHEN JONAH ADAH, JCA (Delivering the Leading Judgment): This appeal is against the ruling of the High Court of the Federal Capital Territory, Abuja In Suit NO: FCT/HC/CV/3044/2018, delivered on 17th January 2020 by Bello Kawu, J.
