On 13 October 2008, the first and second respondents obtained the order of Okobo High Court in suit No. HOK/MISC.8/2008 attaching the account of Urue Offong-Oruko Local Government Council maintained by the appellant therein in the total sum of N4,473,428.76 (four million, four hundred and seventy-three thousand, four hundred and twenty-eight naira, seventy-six kobo) with cost of N3,000.00 (three thousand naira). Neither the judgement debtor in suit No. HOK/MISC.8/2008, Urue Offong-Oruko
