<p><strong> MBABA JCA (Delivering the Lead Judgment): </strong> This appeal is against the interlocutory decision of the Federal High Court, Ilorin in FHC/IL/CS/13/2007, presided over by Honourable Justice Bilikisu Bello Aliyu and delivered on 27 January 2009.
